As you can see from the screenshot above, IcoFX looks more like an image editor, because that’s what it basically is.
Favicons can be created out of existing images (majority of common formats are supported) or you can create one from scratch. Upon importing images for conversion you’ll be able to tweak the image to make it more suitable for use as a favicon (resize, crop, change color depth). After that it gets opened in the editor, where a full toolbox with pen tool, brush, gradient tool, text tool and more awaits for further customization of the newly created favicon. Alternatively you can just select “File >> New” to create a favicon from scratch on a blank canvas.

Free Icon Maker is a nice cross between more simplistic favicon generator software for Windows 10 like Efiresoft and more advanced IcoFX. It doesn’t have the kind of advanced features found in IcoFx, but it’s not so “bare metal” that favicons can only be created from existing images.
Small toolbox on the left has a pen tool, eraser and color picker. Layers are available, as is a color palette on the right. Editor itself is in the middle. Input formats include all the usual, PNG, JPEG, BMP, while created favicons can be exported as ICO, CPL, DLL, EXE, ICL, OCX and SRC.
