It is simple to choose who can reply to your tweets. When you write a type, you get a new option below it where you can set these parameters. This option appears on the Twitter web, Android app, iOS app and almost anywhere you can access Twitter.

This option is set to everyone by default mean anyone can reply to your tweet. But you can change it to people you follow, in that case, only those people can reply to your tweet whom you follow. Lastly, you can set it to only people you mention. In that case, no one can reply to your tweet except the people you mention in the tweet.
