To make it more popular, Microsoft has partnered with a number of websites that give you free offers if you use IE 9. Some of the offers are only for USA. So, if you are in USA, do download IE 9 and avail of these free offers. Remember that IE 9 works with Windows 7, and Windows Vista only; as Microsoft treats XP users as outcast.
