Scrollr is a free software to scroll background windows or inactive windows without losing focus from the active window.
Normally, it is not possible in Windows PC to scroll inactive windows (except Windows 10 that comes with built-in feature to scroll background windows) using the mouse wheel. We have to first click on the background window to make it active window and then we can scroll that particular window. But using this software, you can scroll down/up background windows. Any window, where your mouse pointer is located can be scrolled easily.
Scrollr doesn’t provide any user interface and silently runs in system tray. In the below screen recording, you can see how easily I was able to scroll background windows using this software.

Scrollr is a pretty lightweight software. It is portable also and only 207 KB in size. You can use this link to download it. Execute its file and it will start running in the system tray.
That’s all you have to do. You don’t have to configure settings.
Now move your mouse pointer over a background window and try to scroll it using the mouse wheel. You will notice that it is really working. You can scroll any background window. All you have to do is move the mouse pointer and mouse wheel.
It is just a tiny software, but can come in handy when you are watching some video or working on a particular application and don’t want to lose focus from that window just because you need to use background window(s) for a few seconds.
