You can choose to add those GIFs which you like or which you use the most. The option for adding any GIF from the collection to the keyboard is very simple and requires only a swipe.
The app also lets you check out your favorite GIF collection from a single interface along with an option to upload those GIFs which are locally stored on your iPad. The option for adding GIF from iPad is also extremely easy. Apart from GIFs, you can even use this iPad keyboard app to send normal text based messages.

Using this Free iPad Keyboard App to Create Custom GIF Keyboard:
You can choose to browse through all the available GIFs of this app even without enabling the Blippy iPad keyboard app. But, you need to enable the keyboard app first for using to send a message.
On launching the app, you will see all the GIFs in a piled up view with all the others being covered by the first one. You can also preview the animation of each of the GIF before sending or saving it.
The option for saving or rejecting any GIF is extremely simple. You only have to swipe to mark it as Favorite and save, while swipe left to reject and go to next GIF.
To send any GIF as a message, you simply need to swipe up the GIF or just open iMessage to get the keyboard layout shown in the screenshot below. You have to tap on the GIF to copy it and then paste it to send it.
If you want to send simple text based message, then you only have to tap on the Aa icon at bottom of the keyboard layout.
You can choose to upload your own GIFs to the keyboard by going to app’s Favorites menu and tapping on + icon.
