Dia is a Free Open Source software. Even though Dia is more geared towards creating informal diagrams for casual use, still its capabilities make it an effective free replacement for Microsoft Visio.
Dia can be used to draw many different kinds of diagrams. It currently supports entity relationship diagrams (ER Diagrams), UML diagrams, flowcharts, network diagrams, and many other diagrams.

Dia can load and save diagrams to a custom XML format, can export diagrams to a number of formats, including EPS, SVG, XFIG, WMF and PNG, and can print diagrams (including ones that span multiple pages).
I like Dia, simply because of the fact that there aren’t many free replacement for Microsoft Visio out there. Dia is stable and robust, and totally free. Links for download and documentation at the end.

Several years ago, Dia was really the only replacement available and I thank it for that! Some web applications, however, are really making great strides in this area and are doing it for free or very cheap. There are a couple good ones - I like LucidChart, for example.
