LeCase is a small utility that lets you change file names of all files in a folder to Lowercase or Uppercase. Apart from that, it can also be used to number images and files in a folder. To use this, just run the setup file (which is less than 1MB in size), and follow the steps.
LeCase does not provides lot of useful features, but is quite useful if you just want to change case of file names in bulk. For more advanced options, you can use freeware like Bulk Rename Utility, and Advanced Renamer.
