Nice clear tutorial, but the author is far from an expert on audio formats.. He says .ogg is a Linux audio format. It has nothing to do with Linux except that they are both Open Source.
Ogg is an audio format similar to mp3. But mp3 is a licensed technique, so artists are not allowed to use it for free. Ogg is free to use for everyone. Also, they say, .ogg offers better sound quality than mp3. I think that's true but you have to listen very carefully to notice.
To play .ogg files, you need a player that supports the format. Most free players available on the web do. Windows Media Player doesn't play .ogg by default, but it can if you install the right codec. Download the codec here: http://xiph.org/dshow/
