Who Should I Follow is a free website to help you find Twitter users that you can follow. You provide them your Twitter username. Then Who Should I Follow shows you the people you follow, and then finds you some Twitter users that you can follow. I am not sure what algorithm do they use to find matching Twitter users, but I think they try to find matching bio, based on your friends’ bio.

Who Should I Follow gives nice slides so that you can choose to find followers near a particular location, or the ones that are more popular.
This is a nice free Twitter service. You can also try BuzzOm to mass follow and unfollow Twitter users.
